The LRO has been taking photos of the surface of the moon for years. NASA recently put all those images together to create a video of the moon "rotating". You can see the video below, courtesy of APODVideos:
Technically, the moon does rotate, even if we don't notice it from Earth. The same side of the moon always faces the Earth because of something called "tidal locking", meaning that it fully rotates in the same amount of time it takes to go one time around the Earth, which is every 27 days. -BA
